Add `Dead LiveViews` section

It's continuation of #724

The goal here is to add a collapsible (by defualt it should be closed) section to view with all active liveviews that should list LiveViews that are not alive. We do it to provide an easy way to debug views in crashloop. When you access this section with Garbage Collector enabled it should inform you that it works only with Garbage Collector disabled, and provide a link to settings. When user disables GarbageCollection it should list all Dead LiveViews that are in ets
