Port style transfer model to C++

Port style transfer capabilities to C++ as a POC for C++/JSI integration. This involves replicating the utilities needed for computer vision processing in C++, as well as adding OpenCV dependency to Android C++ (iOS can use the same dependency as for Objective C++).
