Track Per-hour usage

Overview

Currently, the rules about how many TAs can be on at once and ideas about how many TAs should be on at certain hours are fairly arbitrary or according to perception. To have a better idea about what days/hours should be best covered by TAs, understanding per-hour usage metrics for the help queue would be beneficial. We wouldn't need anything too crazy, maybe just the average number of students that join the queue per hour on different days of the week.

Ok thinking about general organization:
When a student requests help/passoff, it gets the day and hour, then adds 1 to a counter related to that day/hour.
This could maybe be a separate database, like queue_statistics or something. I created a Google Sheet in the TA account with a mockup of the information needed.

In terms of actual implementation, I think we'll need a table with DAY, HOUR, and COUNTER columns, then just query by DAY and HOUR.

We could also store all of the information like the previous queue as shown here, which would require some more operations to query the data and get the statistics. However, this would probably be applicable to a few other issues like #5, #7, #9, and #15.
