Make Transaction class default to v1 transactions

There are some SIMD discussions around the possibility of migrating off of legacy/v0 transactions.
Idea: update Transaction class to build v1 transactions instead of legacy transactions. Building this into web3.js early could reduce migration friction if a SIMD comes.

• would need plan for v1 or legacy as default
• need to handle transaction config / fee estimation
