Fixes

Validator now writes snapshots that are compatible with the upcoming v1.1 release line. Validators running v1.0.10 or older will not be able to load these snapshots and must upgrade
Exclude all executable accounts from rent collection
Fix snapshot hash mismatch

Assets 13
