We completely remove legacy SW span exporter, which has been no-op with a warning message since APM Python 4.0.0. This PR wipes the exporter class, its entry point (used for configuration), its test code, and its
swaphelper. IfOTEL_TRACES_EXPORTERincludessolarwinds_exporter, upstream will raise RuntimeError.
