Decisions to be made:
- What organization? Enforced
docs/ ? AGENTS.md / CLAUDE.md / README.md in directories?
- Include in RAG? Include in
koan_reflect ? Separate index consumable from RAG? If so, what chunking strategy? What standards do we enforce?
- Additional project files / knowledge / folder?
