Problem

Market tiers are defined but access control based on tier may not be enforced. Any user can create institutional-tier markets.

Acceptance Criteria

• Tier requirements are enforced at creation\n- Creator reputation must match or exceed tier\n- Tier upgrade path is documented\n- Tests verify tier enforcement
