v0.1.0-rc.1 release candidate

This release candidate is the first immutable checkpoint of the capability-based Web stdlib architecture. The Git tag v0.1.0-rc.1 must never be moved or reused.

Direct browser imports use the immutable pattern:

The tag publishes the repository layout and candidate contracts; it does not upgrade every candidate to stable. Stability is decided per leaf in docs/modules.md, never inferred from file existence or tag membership.

Evidence at tagging:

• no root-level JavaScript entry points;
• one-way dependency validation for core and optional layers;
• every first-pass deleted capability accounted for in docs/deleted-files-ledger.md;
• 89 Node contract/interoperability tests;
• 23 in-page browser contracts and 34 executable example pages;
• 104 local Chromium/WebKit checks and 156 CI Chromium/Firefox/WebKit checks;
• exact runtime adapter dependencies and vendor provenance;
• MIT project license and third-party license boundary.

Known release-candidate limits remain explicit in docs/api-contracts.md: real permission/chooser coverage for some device APIs, deeper WebSocket/backpressure cases, and separate promotion decisions for experimental QR and historical attribute-based move/resize APIs.
