Tags should not have duplicate names regardless of their extends or if they're built-in or not. Fixes logseq/db-test#338 and fixes logseq/db-test#349
With last shadow-cljs upgrade, can no longer start a separate test watch so instead start one with `npx shadow-cljs watch test`
