[Feature Request] Guide length for commit descriptions

Now it shows guide length for titles only, but I think it would be great if we have another one for descriptions.

Also, it would be great if the guide length UI is changed to input field, like font size, so that we can select precise guide length (e.g., 72 for descriptions).

I don't think we should limit the length of the description. The reason for limiting the length of the subject is that many software programs (including SourceGit) use formats like git log --format=%s or git log --oneline to display only the commit subject.

I've remove the IsSnapToTickEnabled property. Now user can set the subject guide length to any integer between 50 and 200 (included)
