Build and publish both the wheel and source distribution from the release workflow so GitHub Releases and PyPI expose the same Python distribution files.\n\nAlso sets PyPI publishing to skip existing files so rerunning the v0.2.1 workflow can upload the missing sdist without failing on the already-published wheel.
