Update CI to use Go 1.14

It would allow us to use t.Cleanup in a few places.

I've tried to do this already and Travis was easy but I couldn't get Appveyor to work.

I think Appveyor is not used anymore. It's been failing for months and months now and we ignore it. I think we can remove it.

Yes, making sure Windows builds work is important please don’t remove it :)

I followed their docs and tried a bunch of things to get it to use Go 1.14.X instead of 1.13.X, nothing worked. It always picked 1.13 which doesn't support the new test.Cleanup method.
