Geo: Ip2Location database installation via GeoCountries

ip2location database can be installed via setup. If we skip the installation during setup, there is no way to install it via Core. Either this can be added to list of GeoCountries or can be a separate component/package under Geo.

ip2location database can be used for blocking or allowing app access via IpFilters.

ip2location also has an API service : https://www.ip2location.io/

Since we developed an external package phpfirewall. The way ip2location database works has changed. We can use ip2location composer packages to read their BIN file, so we no longer need to store the ip address information in the Database. We need to remove the db entries for ipaddresses and integrate phpfirewall package into SP.

We will be removing states and city installation during setup. This will be moved to data extractor tool #701
