I think ive done this correctly but im obviously unable to test it.
updates doc labeler to v5 to match with the labeler in the main ss14 repo.
labeler.yml is configured to use v5 syntax.
with regards to the observations made by opl in the attached issue, ive gone with the existing tagging system, which just adds the design tag to anything in the general proposals or proposals folders. obviously this can be modified if needed
