Devnet 310 first release with GenesisID support.

Not supported (the same as in #7)

• smrepl: only basic network-wide functionality is supported, this tool is getting completely deprecated
• dashboard: due to changes in the protocol, it's not working currently
• block-explorer: due to changes in the protocol, it's not working currently

Known/possible issues

1. Smeshing screen "issue" in Smapp caused by following issues:

• PostSetupStatusStream and PostSetupStatus working slowly, without status 2.  go-spacemesh#3795
• Smeshing tab is not updateing after deleting POS data smapp#1027
  ☝️in case of a "mismatch id" error on this screen, please clean up the pos directory (button in smapp) and then press the "resume" button in Smapp. It will eventually work. The newly selected directory for PoS should be an empty directory.

2. Windows setups require recent Microsoft Visual C++ Redistributable
3. The same as in devnet 301 #7:
   • Higher than expected disk usage: high number of duplicates is processed when node is syncing go-spacemesh#3770
   • Higher than expected CPU usage: Verifying all ATXs before starting node sync takes a lot of time and CPU go-spacemesh#3757
   • Dashboard is under maintenance
   • Explorer is under maintenance
4. Spawn is not working, fixed in fix: transaction spawn status smapp#1033

Other considerations:
Please delete old data and start from scratch.

After a deeper investigation of Smapp 0.2.9 turns out that the smashing issue is bigger than initially anticipated.
In some circumstances, the interaction between smapp and go-spacemesh causes node to hang, crash and stop syncing and/or smashing.

We continue the investigation.

You may use the network but the milage may wary.

We have confirmed a few critical bugs in smapp 0.2.9:

• Spawn not working: fix: transaction spawn status smapp#1033
• UI transactions issues
