There are a few configurations (no SD card, fast SD card with few files) where OLA powers up the GPS module but fails to detect it because the GPS module needs more time (around 1s) after power on. This moves the Qwiic power up before SD, IMU, etc.
Each sensor struct now contains a powerOnDelayMillis. qwiicPowerOnDelayMillis is set to the _higher_ of settings.qwiicBusPowerUpDelayMs or the highest power on delay depending on what sensors are attached. The minimum value for settings.qwiicBusPowerUpDelayMs is minimumQwiicPowerOnDelay.
