Default to Static PVT Mode #12

As requested by Fugro: "AtomiChron behaves better in Static mode"
Add ""spm, Static, , auto" to initializeGNSS.
initializeGNSS is only performed once, after a Factory Reset. The user can overwrite the configuration later if desired.
