Switch the Plugins list from a Moonshine table to a DotCard-based grid that mirrors the Collections page. Adds PluginCard composing the shared DotCard, MoreActions, and CreateResourceCard primitives so no card code is duplicated. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>

Note, this is targeting the base plugin branch atm. Will update once #2395 is merged.
