Improve trace session detail usability

Summary

• Show the export chat action for all trace session detail entry points, including Risk Overview, while keeping delete admin-only.
• Add message-kind filter chips for user, tool call, tool result, assistant, and system messages in the session overview.
• Add distinct icons and semantic row styling to collapsed chat messages so message type is visible at a glance.

Validation

• mise exec -- pnpm exec eslint src/pages/chatLogs/ChatDetailPanel.tsx
• mise exec -- pnpm lint (fails in tsc -b --noEmit due existing unrelated SDK/type drift across the dashboard; oxfmt passed before tsc)
• mise run start:headless started the dashboard on https://localhost:5175/ and opened Risk Overview; local server/mock-idp failed because this environment is missing mock-speakeasy-idp/main and assistant runtime Fly config.
