Deepen Telegram control-plane architecture seams

Summary

• updates the monorepo control-plane package from the local control-plane worktree
• adds the ControlPlaneDoctor seam for doctor/status/registry compatibility
• moves remediation, source routing, topology, and runtime inventory logic behind policy/snapshot objects with focused tests

Verification

• python3 -m pytest -q (from control-plane; 94 passed, 5 deselected)
• git diff --check

Notes

• ./bin/telegram-doctor --json and ./bin/telegram-status --json --no-write-registry were re-run in the temporary PR worktree, but fail there on managed_topology_control_plane_anchor_drift because policy pins the installed control-plane path to /Users/sereja/Projects/tools/telegram, while the PR worktree is under /tmp. The same commands passed earlier from the installed local control-plane path.
