* fix(core): Fix auth propagation for manual triggers

* fix(MPT): Fix manual triggering of templated pipelines

We need to manually set propagateAuth as it is ignored in the
JSON we get back from Orca for security reasons. We should potentially
find a better way to pass this flag than on the trigger itself, but
for now keep the change small as we're going to cherry pick into
1.11.
