Experimental support for
dashboards as first-class
SecurityContentObjects.

Here is an example of a Dashboard YML file. For testing, please place this in dashboards/escu___applocker.yml
GitHub does not support uploading *.yml files, so it is uploaded to this PR as a .txt file:
escu___applocker.yml.txt

Resolve some merge conflicts.
that the description and name fields, if
present in the YML, are identical to those
which MUST be included in ther JSON
object.

the file than the one that is in
the JSON.

splunk/security_content#3086
