Summary
This PR updates the Codex ACP extension dependency to v0.10.0 and removes the root AGENTS.md guide.
Bump acp-extension-codex from 0.9.6 to ^0.10.0
Bump optional platform packages acp-extension-codex-darwin-arm64 and acp-extension-codex-linux-x64 to ^0.10.0
Remove the repo-root AGENTS.md file
