Investigate management of spring boot deps

spring boot is used for autoconfig etc, not in the core ai modules, but a flexible approach of 'bring your own boot' as done wth spring cloud should be looked into so that as new versions of boot get released, users can upgrade on their own without us having to release a new version of spring ai.

The procedure that spring cloud team uses is what we will adopt. There is a build time bom and a maven central facing/runtime bom. The runtime bom does not include spring boot. Here are some detailed notes.

This is for the build, since we use boot api's we have to have it as a dependency.

The second is the bom's that users actually use is disconnected from the boot version

There is an agreement with the boot team that anything deprecated will only be removed after 2 point releases.
