Enable CassandraCqlClusterFactoryBean to set QueryOptions at cluster level [DATACASS-226]

Since CassandraCqlClusterFactoryBean has not being able to set consistency level at cluster connection, I add the possibility to set QueryOptions on bean creation.

we don't plan to release Gosling SR5 at this time. I think we could backport it to 1.4.3

Thanks! Mark till the time you release this in 1.4.x I am planning to prepare a custom version for my application from source 1.1.3 release which is the current version I am using; with this change. Do you see any challenges in that in terms of functionality and licensing?
