@InitBinder parameter binding failure causes IllegalStateException

When using @InitBinder to bind custom parameters, report IllegalStateException:Cannot access properties on null bean instance 'query'. In debug, WebDataBinder.target is null

1. Run application

InitBinder assists with initialization of a DataBinder, but the DataBinder is not ready to use, and we don't expect it to be used for binding at that point.
