Document `@Fallback` alongside `Primary` in the reference manual and `@Bean` Javadoc

While working on #34964 and reviewing the Javadoc for @Bean, I noticed that we mention @Primary but not @Fallback. With some additional searching, I noticed that we could document @Fallback alongside @Primary in several places in the reference manual as well.
