[framework 7] API versioning - validation for version attribute (parseable)

The version attribute that is used in the various annotations (mappings and exchanges) should be validated to see if the given string is a valid version.

Since the way the versions are used might be different, the validation needs to take into account how the versioning is configured in the web config and need to validate the version attribute accordingly.
