[framework 7] API versioning - validation for path segment configuration collision

While version resolvers could be combined and therefore multiple version resolvers could be configured in the same web config (or properties), it would be strange to combine the path segment resolver with others. Therefore, a validation should be implemented that shows up as a warning if the path segment is configured while other version resolvers are configured as well.
