[functional endpoints] code lens to convert static method usage to builder pattern

Add a code lens to methods that implement routes for functional web endpoints (webmvc + webflux) to convert the implementation from static method usage to the more modern builder pattern by submitting the matching prompt to the AI assistant (similar to the "explain with AI" feature that we have for SQL or SpEL expressions).
