Fixes the Web UI plan “Cost” column so small positive cost deltas (<10p) are rendered again, addressing issue #3375 (regression since 8.33.1).
Changes:
- Lowered the positive-cost display threshold from
0.1(10p) to0.005(0.5p) to match the existing negative threshold behavior.
