Added ddos_protection option for server/create
…ghbors. Fixed create_ipv4 was actually calling destroy_ipv4. Each module is OK to use on their own, no need to import Vultr base if only one compontent is needed. Removed unnecessary (and impossible to syncronize) example comments, instead opted to reference the API link URL. Removed huge lists of optional parameters for functions, opted to only show required params with an open-ended params dict for use (allows for future compatibility and v1 fixes).
Rewrite for future compatibility
Update API Documentation in README.rst.
Add python 3.5 support, drop python 3.2 support.
Fix server tests and add a referral link to try to raise some money to cover testing costs.
