Snap release for v1.31.0 delayed

The snap release for v1.31.0 is delayed due to an issue with our publishing pipeline. All other release artifacts (GitHub release binaries, downloads.sqlc.dev, Docker image) are available as usual.

The snap on the stable channel will remain on v1.30.0 until this is resolved. Sorry for the inconvenience — we'll update this issue once the snap is published.

Sorry if this isn't related but I see that you fixed a release issue in #4401 which also breaks installing v1.31.0 with go (ie go install github.com/sqlc-dev/sqlc/cmd/sqlc@v1.31.0). Any chance you'll cut another release 1.31.1 or something so that we can get the latest fixes? Cheers
