I don't know if there is any kind of ssh or shell configuration that allows to run shuttle but limit the destinations for certain users.
I have a "jumper" machine and people using sshuttle against the jumper machine to reach remote locations.
I don't want every user can reach all destinations, and I don't know if it is possible to limit.
For ssh tunneling I set "PermitTT no" and limit destinations with "PermitOpen", but when I disable TTY sshuttle cannot work.

Is there any solution for this?
