Apache HBase Operator and dependencies certification

Prepare certification for the the HBase operator as per the steps documented here.

This covers:

• operator bundle
• operator & product images
• operator and image projects
• product listings

This will involve the following:

• create an operator in https://github.com/stackabletech/openshift-certified-operators, with a package for a specific version
• implement the manifest and metadata file for this operator
  • this will include setting up a project for the bundle in the Redhat Connect portal: https://connect.redhat.com/
• check the bundle with the tkn command documented on the nuclino page (i.e. without a submit) and confirm that the preflight checks are fulfilled
• run tkn with the submit option, but ensure that the PR does not pass all checks by omitting to define the settings in the Connect portal (also detailed on the nuclino page)
• run and submit the preflight checks against the product images for HBase. See here for more details

These next two steps depend on the progress of other operators (re-working of the secret operator)

• (Optional) Merge the PR: successful PR: operator stackable-hbase-operator (23.1.0) redhat-openshift-ecosystem/certified-operators#1989
• (Optional) Publish the Product Listing and check that the operator is visible in the Redhat Catalog
