[Stacks v1 → v2 Upgrade] Programmatic audit of imported STX allocations

The total STX allocated from liquid accounts and vesting accounts should be summed and checked against the known constant of how many total STX should exist.

• Spin up Stacks 2.0 node using exported data to create genesis block.
• Get a random sampling of addresses, include high-activity/balance addresses.
• Script to query balances & lockup schedules on the Stacks 1.0 node at it's final block, and Stacks 2.0 at its genesis block.
