Dynamic panels content shift

To Reproduce
Steps to reproduce the behavior:
1.activate dynamic panels
2. have lots of content in the note
3. use the dynamic panels by hovering mouse over them
4. notice the massive content shift
5. not good for accessibility and UX

Expected behavior
A clear and concise description of what you expected to happen.
not this

Maybe the note panel itself could be unadjusted and the other two panels slide out behind eachother like cards or something. but the current setup is not good for UX or accessibility
