Publish action to marketplace as replacement for old version of this repository

The action is still published but targeting the previous version of this repo (andrewmcodes/standardrb-action). That old action repository should probably be archived and made clear that this new repository under the standardrb org is the intended way moving forward.

I've cut releases for the old tags, which is a pre-requisite for listing in the marketplace. Keeping this open until we can confirm the releases trigger listing in the marketplace.

Done with v1.4.1, but published as "Standard Ruby Linter".

Would still very much like to have the "Standard Ruby" name, if @packagespace is willing to rename (or unpublish) theirs.

My bad, had no clue this would block anything. I've just de-listed it, let me know if that was enough to fix the issue.
