Cloudflare-only setting for admins and cloudflare module for users

opencli domains-cloudflare is added in 2.0.13 update that allows admins to restrict some/all domains on server to cloudflare-only IP addresses, making sure access can not be bypassed by attackers.

we can add an option in gui to control this both on admin side and on the user-side per their domains, example

• admin can: on/off globally and per-domain (on OpenAdmin > Domains page)
• user can: on/off only for their domain (on OpenPanel > Security > Cloudflare page)

for the user panel this requires a new module cloudflare so we can in it also fit the requested #24

I’ve wanted to request for this before, just don’t want to change the direction on things since we already have a couple of things already in todo.

cloudflare for ssl would also be simple to implement based on https://caddy.community/t/how-to-use-dns-provider-modules-in-caddy-2/8148 - just needs a bit more testing
