Publish PowerTip to the jQuery Plugin Registry

The jQuery Plugin Registry has reopened after a very long hiatus. The process of publishing a plugin is a bit more technical than last time, but it is worthwhile to put PowerTip in their database.

The plugin package manifest has been added to the repository and the post-receive hook has been setup. The next time I tag a version for release the jQuery Plugin Registry should pick it up automatically.

PowerTip has been published to the jQuery Plugin Registry with the release of version 1.2.0.
