Checks that vehicles are where they should be, following a few set actions should they be infringing.
Both Boats and Minecarts have constant checks happening, making sure they are on valid blocks, boats in water and carts on rails.
- Remove - removes the entity from the world
- Drop - spawns a drop in the world
- Inventory - places the offenting item in the players inventory
