Adds Python 3.13 to our testing matrix to ensure we can support it.
There are several workarounds needed:
tensorpotential) pins tensorflow to the version before they supported Python 3.13numpydidn't support Python 3.13 pre-2.1, but 1.26.4 would be installed by default
