Wondering if functions that can use ncbi web histories should at all have to option to use or not use them.
The benefit of forcing web histories in all user facing functions is that the concept of web histories is a technical detail which may be unnecessary and confusing in a high level package. The risk is there may be yet unknown situations where web histories do not work well. For example, the pointers may expire and this may cause some functions to break (not tested).
