The Business Review of a community submission should do the following:
- Allow the review to be in different states, initially starting at 'pending review'
- When a plugin gets declined or changes we're requested, the reviewer must be able to store their feedback somewhere in Strapi, eventually triggering an automation rule that sends an email with that feedback to the submitter.
- If the business review state changes to 'accepted', and the security review was also 'accepted', it should automatically publish the entry
