And remove `content` attr from `DASHSegment`: Upcoming changes will only set the `init` attr for explicit init segments and not also for segments that include init sections.

Move the
initanddiscontinuityattributes fromDASHSegment/HLSSegmentto theSegmentbase class in preparation for upcoming initialization segment changes that will live in theSegmentedStreamWorkerbase class. Also removecontentfromDASHSegment, as it'll be unneeded.
