Installation smoke tests

Before we do a v1 release we need to set-up, as a minimum, basic smoke tests in GitHub actions to be able to test that the kustomization(s) install (and uninstall) correctly.

This will be vital once we start upgrading the various components.

We could use the streams-e2e repo setup as an example.
