VLC media player 2.2.1 'Terry Pratchett (Weatherwax)' with libde265 integration

Changes to 2.1.4-libde265-4:

• Updated to VLC 2.2.1
• Updated to libde265 1.0.2
• Added support for Main10 / RExt streams (i.e. chroma formats 422, 440 and bit depths > 8 bits per pixel)
• Builds Windows version in clean Vagrant environment
• Update-Check is disabled for Windows version (was checking updates on upstream VideoLAN homepage)
