Annotation Vectors Tutorial headers are not in proper order

The Loading the Hemoglobin Concentration Dataset and Loading the Electrooculography Dataset headers for the Annotation Vectors tutorial should be <h2>, not <h3>. Additionally, it should be changed to something like Hemoglobin Concentration Dataset and Electrooculography Dataset, since loading the dataset is only one of many things that are done.
