Adds the dashboard GitHub API layer for pull request and issue data without changing UI. This includes current-user and repo-scoped server functions for listing and fetching pulls and issues, plus a viewer helper. It also extracts the normalized GitHub response contracts into a shared types module for later UI consumption. Validation passed with dashboard type-checking and Biome.
